Lionel #3512 rotating light pulley

Hi,
I am rehabing a 3512 fire ladder car.  Just got the rubberband which connects the rear axles to the pulley to activate the system, but can't figure out just how it should be attached.
Can anyone help with this?

The bottom of the service manual page shows how the drive belt is attached around the axles and the drive pulley.

Remove one end of the wheels, slide the belt over both axles, twist the belt 180 degrees, and stretch it over the pulley. Reinstall the wheels and it's done.

Thanks Larry. I had found that sheet but did not scroll down far enough to see the sketch of the attachment of the rubber band.
