2023 Lionel Catalog: How to order product

Hello,
I am new to model railroading. I purchased a LionChief Polar Express set last year and I'm looking into exploring the hobby more. I reviewed the newly released 2023 catalog and I have a couple of questions about ordering and general questions.

1. How does pre-ordering work? Do I need to go through a dealer or directly through the Lionel website? I am a bit confused on the process.
2. If I purchase a legacy locomotive, can it run off the LionChief Bluetooth app? If so, will I lose any of the legacy locomotive features.
3. What dealers or stores do you prefer?
