275 zw transformer help

Hello all newbie here
Someone just gave me this transformer and I think it's not operating correctly. Plugged in the power comes on. Green light lights up and it hums but when I push the throttle the red light comes on and starts flashing. Trains run fine on smaller transformer. Could the wire be to small and cause this problem or is it maybe an internal issue?

I am no expert with these transformers but typically if you are not using a large enough gauge wire, it will simply not work.  Even worse, if the wire cannot handle the current throughput, it will get too hot and start melting/burning through the insulation.
