Lionel ZW light problems

I have an older 275 watt ZW with brown klixon circuit breaker screwed into base. The voltages at terminals are good and it works under load but circuit breaker light is on all the time and power light is off. I have tried replacing circuit breaker and the issue remains. Any help would be appreciated. Thanks

Despite researching the web, I cannot find out what "ZW" means.
