Lion Chief Remote

Howdy,

I was given a Pennsylvania Flyer with a Lion Chief remote. When placed on an energized track the loco makes the standard at idle clanking sounds but the remote will not control the loco. The remote has new batteries and has the correct name and number to match the loco. The red led comes on and is steady until the throttle is turned and then it starts blinking. Things seem okay but nothing is even trying to go. Is there any simple test to determine if the problem is in the remote or the loco? Thanks.

What is your transformer set at?
