2-8-2 Mikado Dead as door knob

I pulled this engine:

out of storage and its dead as a door knob. It worked about two years back and then a bit of transportation happened.

If I apply power, nothing happens. No beeps, no lights nothing. Changing the transformer switch does not alter behavior. The LionChief remote blinks fast after a few seconds when the remote is turned on.

I took off the body and probed the CN1 terminals on the top PCB. I measure 18 volts on the CN1 terminals on the top PCB. I think this is the main power input to this top PCB.

The PCB has power.  I do not know how to debug this thing any further though. Is there a service manual with other probe points?

Also, it seems like this top PCB has a bit of white discoloration on the right side as shown in the picture:

Does this look like anything diagnostic?

I probably should not say anything but I've been having some problems with my O Gauge trains. I'm starting to think maybe it's the heat. My train layout is out in my garage and I live in Florida. It's really hot here. Summers the garage is like an oven. I just got some repairs done by MTH F3 and put in a new smoke unit in my Lionel Mikado.  Sense then I bring all my engines that have computer chips in them inside. I keep them inside. Take them out in the garage in the early morning for an hour but when done running trains the engines come back inside the house?

Just food for thought. Was your Mikado stored in a area with high heat. I'm a retired software engineer and my passed computer knowledge says heat can play rough on computer chips?
