CW80 problems

My situation:
Polar Express with four lighted cars , anout 40 ft of Fastrack on a 4x8 with two remote switches and an olluminated tunnel. The CW89 provides power thru three power tracks. Wiring is correct as verified with meter

When plugged in with power lever down, i have a green light. As I raise the power lever to 5 %, the green light begins to blink and I have no power anywhere on layout
The CW89 fan is on

Any ideas as to what is wrong?

Never mind
It turned out my problem was a disconnected roller contactor on the loco that was shorting things out

It’s always sumpthin!
