I can't find anything more specific than this: the car was advertised in the Lionel 2016 catalog, so you might have bought a used one.

Posters on other forums complained about problems getting the announcements to work, and I wonder if a frustrated owner didn't simply repaint it.

Have you considered going back to the store where you purchased it and ask the owner what the story is?
