Hello & Welcome to the Forum!

I've just did a quick read of the manuals for each, and the only difference I could find right off
is the lack of lighted number boards on the U28/U30C that are on the Set locomotive.
Here's links to the manuals for them. 
See page 2 of each manual for locomotive specifications.
