Thanks for the suggestions.

These are MANUAL switches, and they came with a small 1/4-page set of instructions which basically said, "install them."

The switches are brand new, and there is no sign of corrosion. In fact, the locomotive rolls right over the rusty old switches (same model).

I don't have another locomotive to try.
