Cleaning a soiled rooftop on a #60 Lionel Troller

See attached pic.  How might I clean the rooftop of a soiled Lionel #60 Trolley?  Without further wear and tear to the paint?

I tried warm water and mild dishwasher soap with little success.

Scrub some Naphtha on the dirt with a toothbrush. The Naphtha loosens up dirt and grease but will not harm the paint or plastic.
