lionel lionchief hudson runs,light, no sound or smoke

Hi  i have a lion chief Hudson 6-81301 Runs ,has light no smoke or sound seens like i'm not getting power to either one. installed new 16 ohm  element in smoke unit checked fan motor works. also have new tender &  engine  draw bars w/4 conductors. Is pcb defective ? I would appreciate some input Thanks jimmyt
