Lionel AF Challenger Smoker

I have replaced my smoker element 3 times now and am concerned.

They are supposed to be 6 ohm smoker elements, but the ones I have used read 5 ohms on my Fluke multimeter.

So my question is how much voltage is the loco supposed to put on the heater / smoker element anyways?
