NYC Hudson 6-8406 Slow - NIB

Was it normal for the NYC 6-8406 to run slow?  It only goes half speed at full throttle.  I disassembled the drivetrain and all the parts move freely on their own with fresh oil.  This unit is new in the box!  My other engines new in box all run perfectly.
