Hello & Welcome to the Forum!

Repaint's can vary from a rattle can job to brush or airbrush.
I've had good results repainting rolling stock with Krylon plastic paint.

Micromark:  http://www.micromark.com/painting-decaling-weathering.html
has a good selection of paints & tools available.

Southern Steam:  http://www.jacksonvilleterminal.com/southern_steam.htm
shows the paint schemes/colors, numbers & years that the F-3's ran.

I've got an SR repaint project myself, a neverwas Marx CP locomotive in SR regalia.

Happy Rails!
