Beginners Q & A / new Pennsylvania flyer won't smoke

just got our first Lionel train and we can't figure out how to make it smoke.  I added 8 drops of fluid and ran it (with the smoke switch on!) at full speed for 5 minutes and no smoke.  Any suggestions?
