The Lionel ZW transformer with two power packs does not output power to the A U and D U terminals.  The B U and C U terminals work okay.   
I purchased this ZW along with the original Big Boy Promotion Lionel had some years ago.
Would anyone have any insight / suggestions what could be wrong?

Also, would the program switch setting have an impact on this situation?
