#1 275 zw transformer help

Hello all newbie hereSomeone just gave me this transformer and I think it's not operating correctly. Plugged in the power comes on. Green light lights up and it hums but when I push the throttle the red light comes on and starts flashing. Trains run fine on smaller transformer. Could the wire be to small and cause this problem or is it maybe an internal issue?
