Lionel Maintenance & Repair / 622 switcher bell don't ring

Hi
 I'm new to the forum, I have a lionel 622 switcher and the bell doesnt ring.The pawl the pin wheel isnt turning all the way it stops. any ideas you can give are appreciated.
