O Scale / sticky wheels

When I roll the main wheels of a Lionel 2026 with my hands the go around 3/4 of the way and then become hard to turn.  What can be the problem?

O Scale / having two separate lines cross over

How would I allow two independently run lines to cross over into each other.  I am running O gauge with a ZW.
