I'm using a ZW transformer.

What's the max volts I can send to the 394 without burning out the bulb prematurely?

Welcome to the forum!

What voltage are you supplying the Beacon with? Try raising it a volt or two to give off more heat.
Another fix is to very slightly adjust the vanes on top of the rotary lens housing.

Read the top of the service manual.

Recently purchased a near new Lionel 394 Beacon.
No matter how long I leave the bulb illuminated, it just doesn't want to turn the Beacon itself thru the top heat vents. Beacon turns very freely by hand while sitting on dimple-topped bulb. Beacon top well balanced and oriented properly to bulb and beacon base.
Any thoughts?
