The Crossing Gate would have to be modified if you want the lights to blink alternately. Each bulb would have to be wired to a separate activator, an electronic board, or insulated track sections that will effect the blinking.

This is to update my question.  After studying how these signals work a little more, I don't think there is any built in mechanism that makes the lamps alternate.  I am guessing the alternate flashing is created by the controller that is used to wire them to the track.  Does that sound right?  Does anyone know anything about this?

The two lamps on this signal are wired to flash simultaneously, i.e., both flash on and off at the same time.  What would I need to rewire them so that each bulb flashes alternately?  It's probably a different board, or chip to replace the one that's originally built into the unit, but I don't know what part it would be.  Thank you.
