Hello & Welcome to the Forum.
The.most common cause l have encountered with this problem,
is the insulating board needing replacement,.
When it goes bad, it allows the sound board to
 short out on the frame/car & make noise or not work at all.

Need some advice Lionel tender.Did all the whistling tenders have 2 pickups? Went thru this completely and all I get is a loud growling sound.Epoxied all the cracks but no help.Is the whistle box the problem? There are no numbers to be seen for ID.Thanks for your help.It is a 6466w tender.
Went thru eprey and some of the tenders show single roller and some double roller ??
