22903L1 Question

Hello everyone,
I just now found an old train in my garage. There is two switches on the bottom of it, does anyone know what they do?
The model on the bottom of the train is 22903L1

A couple of sharp pictures of the side and bottom of your locomotive will help in identifying it.
